Florida Prison Reform unites families, advocates, and citizens behind a proposed amendment to the Florida Constitution that will create a constitutional right for Florida prisoners to receive a review of their sentence for restructuring, resentencing, or release.
The objective:
Unite 900,000 registered Florida voters by directing their attention to the petition they can sign to assist with transforming Florida prisons in to centers for behavior rehabilitation by restoring hope in a future prisoners can earn through genuine displays of redemption.

Sentence Review Eligibility
PROPOSED AMENDMENT TO ARTICLE I OF THE FLORIDA CONSTITUTION
ARTICLE I, SECTION __. SENTENCE REVIEW AFTER SUBSTANTIAL SERVICE OF CRIMINAL SENTENCES.
(a) Eligibility for Review.
A person incarcerated under the laws of this state may petition the sentencing court for sentence review upon:
(1) Serving twenty (20) years of a life sentence;
(2) Serving twenty (20) years of a sentence of thirty (30) years or more; or
(3) Serving sixty-five percent (65%) of a sentence of less than thirty (30) years.
(b) Review.
Upon receipt of a legally sufficient petition, the court shall consider whether modification of the sentence is warranted based upon rehabilitation, public safety, the interests of justice, and any other relevant factors authorized by law.
(c) Judicial Authority.
If the court determines that modification is warranted, the court may modify the sentence or impose any lawful form of supervision or sentence authorized by general law.
(d) No Automatic Release.
This section creates eligibility for judicial review only. Nothing in this section shall require release, create a presumption in favor of release, or limit the discretion of the court to deny relief.
(e) Implementation.
The Legislature may enact laws consistent with this section governing procedures for petitions and review proceedings.
(f) Applicability.
This section applies to all persons incarcerated on or after the effective date of this amendment and to all persons incarcerated on the effective date of this amendment.

Parole Review
This proposed amendment creates parole review eligibility after 20 years for life sentences – restoring hope, family, and meaningful rehabilitation.
This platform exists to educate the public on Florida’s citizen petition process while building a united movement of families, community members, advocates, volunteers, and supporters who believe meaningful reform is possible.

Step 3. 60% of Florida voters vote YES on this proposed amendment and the amendment becomes Law
